RBT Re-installing the steering

I dropped the steering gear and shaft out of my 7122 (to steal Ken's label) in order to replace the shaft that had been welded on and install a new bushing. While it was out I tore it down, cleaned it up, and adjusted the backlash. I cannot get it back in, though. It is through the hole in the frame with the casting lug that bolts through from the bottom on top of the frame, but the 2 side bolt holes just won't line up. I can't see it snagging on anything, and the sector gear will travel freely through its whole range, but it just won't seat right. Any suggestions, or is this just one of those "hold your tongue just right while standing on your left foot and face east" kind of jobs?

I'm assuming you don't have the top dash panel on restricting the movement of the steering wheel shaft.

Did you try to get the side bolts in before the "bolt from bottom" bolt?

Yes, dash is out and it is the fore side bolt that I can't get, the other one is in, so it is forward/backward lean problem, I just can't figure out where it is binding. I'm sure it will drop into place by itself the moment I give up.

It turns out that if the rear lift cable is trapped between the frame and the steering gear casting, nothing will line up right! XX(
