23D 16 hp

I am rebuilding my engine, I cant get the camshaft out of the block. It wont clear the lifter, to be able to clear the block hole were the end of the camshaft goes in. any help please?

To clarify, is it a 23D (9hp) or a 16hp 32----- series engine? Also, if you have no specific need to take out the cam assembly I would leave it in.
