3415s carb rebuild???

So it started but only at full choke and it won't stay running, it's also leaking gas out of the sides that the butterfly mounts. I'm pretty sure based off my 7116h that the butterfly is installed wrong as well.

Yea I didn't think to look at the 7116 since I haven't worked on it yet so I didn't realize it's the same carb.

Also if I play with the governor it will take off but it's trying to blow itself up. Is this caused by the butterfly being installed incorrectly.

In these circumstances, I just rebuild the whole thing, and assume it was done completely wrong in the previous rebuild.
