4041 throttle question

Hi guys

Worked on the powermax today it's running pretty well now but trying to get it to throttle down a bit.

When I turn the idle speed screw it will throttle up but then when I go the other way it gets to a point that the speed screw will still turn but the rpms will not drop any further

Could one of you let me know where (on the clock hands) the throttle linkage is as it connects to the screw under the carburetor ,mine seams to be just before 12 but when it is set there the governor spring comes off.

Sorry if this seams convoluted but I need a starting point.
