What's it made from, looks like it could be angle iron and bolts through drilled holes or maybe some cold rolled steel bars welded on?

Yes.  Angle iron and flat stock, and then threaded 3/8" rod, but threaded only where it bolts through the angle iron.  Bolts with the heads cut off maybe?  He did a good job, it's quite sturdy.
