This came with the latest road trip haul, and it's pretty well made and pretty heavy duty.  Not bad for a home made unit.

What's it made from, looks like it could be angle iron and bolts through drilled holes or maybe some cold rolled steel bars welded on?

Yes.  Angle iron and flat stock, and then threaded 3/8" rod, but threaded only where it bolts through the angle iron.  Bolts with the heads cut off maybe?  He did a good job, it's quite sturdy.
