I did a google search. Found the instructions on "Etsy"

I'm guessing it was a novelty from the "Pet Rock" era.......

I googled 1978 CPA Inc on tag also Patent Pending , said it was a novelty from the day. Kind of boring just sets on shelf and does nothing, At least I don't have to clean up after it. LOL
