Problem with K341 engine in Allis 916

 His tractor used to be my dads. A couple years ago it went to my nieces house and her husband which is now her ex-husband tried to get it running.   He could never get it to run right after putting a brand-new carburetor on it.  I picked it up and I have been trying to get it running for her so I can put the blower on it for her driveway for the winter.   I've been in touch with BLTee a couple times with it and no matter what I've tried it continues to do this.  It will start up fine and idle fine.  If I throttle up slowly it will go up to high fine.  But if I try to do it faster it spits and sputters and acts like it's starving for fuel.  I tried spraying brakekleen when it does this and it clears up and then will run fine.   There has been so many things I've found messed up on this thing that I'm starting to wonder if my ex nephew in law ordered the wrong carb for it.   My niece can't find the old original carb so I have no comparison.   This thing used to run like a top and now since this idiot got ahold of it I can't figure it out.   I can't load video so I will try to put it on YouTube and attach a link.

I would rebuild that carb , adjust it right , sound to me out of adjustment , if it is a kohler carb 21/2 turns for low idle and  31/2 for high , then u take it from there to final tweaking, also make sure ur points at 0.20 ,spark plug at 0.35 with the right plug .

Carb is at those settings.  Carb has been off and cleaned three or four times.  Brand new correct spark plug.  Have not changed points or condenser.  Points are cleaned up.  Tried different coil with same results.   I can try cleaning carb again to see if I missed something.  I've had fuel system taken down and cleaned and brand new fuel lines installed.  Is there a way to see if this carb is maybe the wrong one.   Like I said I don't have the old one for any comparison.

I still believe carb out of adjustment , yes this is the right carb for it , check ur float ball make sure it is level , change ur points and condenser for the heck of it , but I am pretty sure carb out of adjustment.djust. go full throttle and adjust the main fuel needle 1/8 at at time clock wise  or counter clock and see if engine respond.

When engine running , spray carb cleaner on the carb body and observe if engine speed changes .
