Calling all small frame experts

Seeing how I've not been able to sell, I decided to put snow blower on and get it dirty. Don't have to worry for a while as no snow in forcast.

But I've ran into a small problem as when I raise the blower, belt hits hard on front bumper.

Is there something I'm missing here? I have one bumper that someone has cut out an area to clear the belt, is this common practice?

Ok went back and looked at another hitch I have and noticed an extra hole in front mount changed that and now have plenty of clearance.
