5216H slows going down hills

My  5216 Hydro (Peerless hydro/trans) recently started to slow down when going down hill. I can see the shift level buck backwards when the tractor speeds up down a hill. It's almost as if the hydro pump pressure is backing it off when going down hills. On flat ground or going up hills, it's fine. Still works - Just a pain to need to always move the lever forward after going down a hill. I've tried adjusting shift lever tension to no avail - still moved even when tension is too tight to be practical. Anyone with a 42 or 52 series hydro tractor ever run into this?
