forward and back / hydro lift valve

new to this hydro stuff, i have this 918 that is having and issue.  going forward or reverse is very slow, not the switching direction but the speed of the tractor.  But if i pull the hydro lift valve towards me when i am on the tractor the thing moves really quick.  i thought it might be a bad lift valve but replaced it with one from another tractor and it still does the same thing.

 

Any ideas

For starts the lever, item 9 is slotted and loosens up and needs to be tightened, item 12. Try that for starts.
