Simplicity 7117 Front PTO Questions

New to site and simplicity tractors. Acquired a 7117 Hydro, deck blower and cab. Have everything mounted for Blower but am unable to get front clutch/pto

 to engage the blower? Turns free when engine is off and spins free when it is running with a belt on it. When I engage the pto it will l0ck up pulley when the engine is off. Engine running it will not engage? Time for a new clutch plate?

Any pictures Larry?  The front PTO on a Kohler twin is pretty rare on these.  It whould be mechanical, unless its a user ad on of some sort.

Assuming a mechanical lever operated clutch, I can’t see any reason for the clutch to engage and lock in any different with the engine running or not.

Electric clutch, operated with a switch?
