Kohler Command Pro 25

I have a Kohler Command Pro 25 horizontal engine that does not want to idle most of the time. I put a kit in the carb and it did not help. I didn't access the low speed mixture screw or jet as they are covered with a welch plug. My question..........if I remove the welch plug will the carb be toast or is this area serviceable? The kit did not include a new welch plug so it would need to be left off however the kit did come with a new low speed mixture screw and a spring. Thanks!
