The handle thingy looks like what's in the picture-the rear power take off for the Roto tiller. Not sure about angle bracket.

Well I’m probably not going to till with it for a while so will have time to figure out. 

Seems kinda flimsy for engaging a tiller pulley

I'm going to throw out a guess of Walking tractor pto engagement for  one attachment or another.,,,,because it doesnt look like anything I have ever seen from a 4 wheel ride on.

Definately an over the center lock engagement of some sorts.

Old Simplicity 2 wheelers used a handle between the handle bars to engage. The over the center hold down was located behind the tractor at the handlebars. May have been from a newer one. I have a 52 Model M-1, has an extra handle that I assumed was for attachments
