Barber/Jacobsen mower - WHAT THE ??

Looks like the Ford version built by Jacobson with the hood modified by someone named Barber.

H. Barber & Son is a company in Connecticut that makes the "Surf rake"...been around since the '60s..possible connection...do you think that is the original color?

Doubt it as lotsa over spray on engine.  Maybe was owned by someone named Barber as Dave suggested. 

Looks to be a kit tractor of some sort kinda like a Struck ?

Its not a kit. It is a Jacobsen-built tractor, just with a modified hood. The engine sumps were welded to the frame tubes in these.
