3112 hard starting

hi all i have a 3112 (300421 briggs) on it, after rebulding the engine and replacing the carb (brand new) i have noticed that the unit is difficult to start in that, to start (cold) not only do i have to give it some choke but i have to manualy close (and play with) the throtel butterfly. I thought i adjusted the carb correctly but who knows. Once started the unit runs fine an occasional loud puff from the muffler but it runs ok. After you run it and shut down, re-starting can be a bear. It seems like time and removing the air cleaner helps. I have checked the plug for wettness (none) Compression is ok (120 psi) Spark seems ok. Plug is new and gapped (30 thou) The ignition system is a briggs electronic type (1 peice magneto type) Any suggestions the members may have would be appreciated. thanks john

These engines like to start at idle.Adjust the cable & stop nut so that with the engine off and the throttle knob in the throttle shaft is setting against the idle screw. Bill
