I'm not familiar with the "newer" vertical shaft engine tractors.  Saw this pic during a "For Sale" browse:

So I believe the top pulley is the tranny drive input.  So what's the side shaft for?  A fan?  But it seems overkill to have a splined shaft for a fan.  

PS - 18HP Briggs twin engine if that matters.  

PPS - And I know curiosity killed the cat.
