Buy it!  For $100 it is a steal.  You can fabricate anything that is missing.

Looks pretty much complete.  The engine is a belt drive to the two speed tranny that is under the seat.  The tranny is the same as was used in the old walk behind snow blowers.  It has forward and reverse and neutral, and then a high and a low range.  Lever on the left as you sit on it is forward, neutral and reverse, and the lever on the right is high or low range.  Also on the left is a lever to engage the deck.
