is there a work around for the belt where it rubs on the filter for the hydro. it is for the vacuum mounted on a 17gth-l

There is a bracket with a pulley that bolts onto the frame.  It guides the belt over the filter.  I think that someone here has made this bracket.  Try searching the forums.  It's the same bracket and pulley that routes the tiller belt over the filter.

Someone else may jump in with better help.

Even with the above idler installed, I found belt vibration caused the belt to slightly rub the hydro tranny filter, so I installed a "rub guard":
