Yes, the 1685054SM shaft will work.  I think some of the early 3416H's had a full length keyway on the cone clutch end vs the woodruff key.  The nut that holds the cone clutch on might also be different.  Here's a pic of the newer shaft with a shaft from a Homelite T-10:

The T-10 shaft had the very small nut which could be easily snapped off if too much torque was supplied.
