I had this same problem on my 17 HP kohler. I would choke it and it would just pop once and kick out the starter many times. After cranking like that after awhile it would start up sputtering and coughing. The thing the fixed that was a carb kit. Spray everything down with carb cleaner all through the jets and all the little passageways. Set the carb jets to what the manual says then start her up. Adjust the carb according to your manual. Then while running the engine at mid throttle spray small shots carb cleaner in the throttle body with time in between to let the engine revive itself. Do this 5-10 times and you should be set.

It's in pretty sad shape, but yes I have a yellow plastic cap that I'm fairly certain is what you need. PM me your details and I'll get it out to you.

Try this web site for the previous message I reported that did not work for you guys.
The message is about a man in Arkansas who builds miniature vehicles out of old refrigerators that are drivable.
