Regent deck height

I just received a simplicity regent 1694321 don’t know the year it has a red engine 1995 model which I assume is older than the tractor. My problem is that the deck will only go up to the number 4 and acts like it’s binding but I can’t see any reason why. It was actually sticking at 3 but I did get it to go to 4 finally. It It really needs to go higher it’s almost scalping. I even blocked the deck up so that the weight of the deck was taken out of the equation   Any insight is very welcome. Thanks
