Starter generator low voltage

I have a B110 and the starter generator is putting out 1.8 volts at low rpm to 3 volts at high rpm. Is there something that I can do to fix this as a novice?

Where are you testing for out put ?

Do you have a good ground from generator to bracket , bracket to block , block to battery ? 

How are you testing ?

All ground points test good. I am testing with a multimeter at the armature post and gen post on the regulator for the positive charge.

Using a jumper wire from the from Battery + to  "F"  field on the starter generator with the meter on the "A" terminal .  Do not leave it on , as it could over charge .

If the voltage jumps to above battery voltage the problem is with the regulator or wiring .

If the voltage does not jump on the "A" terminal the problem is in the starter generator . 

Once you have isolated which side then there are other test to perform accordingly .
