tiller drive group assembly?

I've aquired an idler arm bracket along with the pulley and idler pulley that mount on it. The bracket then slides on to the lift shaft and the belt is snaked through to the pto. My question is how does the pulley go on the idler arm bracket? Is it a press fit ? The pulleys inner race protrudes on one side and there is a collar with a set screw that appears to go over this side. I don't know if I should press the pulley and collar on, or is it supposed to slide up easy all the way?The idler pulley is mounted on the bracket with a bolt.
