Is this a vent hole?

I was just about to degrease this tractor before taking it all the way apart and noticed this hole. Would this be the vent hole for the rearend or is it suppose to have something threaded in it?

If I recall correctly there are two holes in that area for mounting the neutral safety switch bracket, that one and another abut 3" back under the dirt. Also I think there are set screws down in the bottom for the shafts holding the different gears that the shifting forks move to engage the various gears. The one shown would be for the 1-3 shaft, the other would be for the 2-R shaft. I'll check my manual after I get home tonight unless someone else can confirm this as accurate information or just faulty recall.
