2010 Rearend?????

I was talking to a gentleman the other day and he was saying that the if the collar on the left side axle turns that there was something wrong and it would damage the rearend.. Is this True.. and If so what happens and is there a fix????

I feel stupid here, I have probably owned 20-25 simplicity's over the years but I guess I never really paid attention to how these rearends work... I checked mine today and the axle tube and the shaft both turn.. I always assumed the shaft turned in the tube... So the collar will turn when it's moving..
