New rattle???

It appears that the "collar" on the PTO is rubbing on the spinning part. So I disnegaged the clutch (compressed the spring) and pushed up the collar from the bottom by pressing on the round "tab" and then welded it. But when I pushed the lever the other way (to make PTO spin) the collar started smoking because it was rubbing against the spinning part. Is this a wear point what kinda socket do I need to take funny headed screws/bolts out?

Do you have cone clutch? If so, a 12 point socket will fit the bolts with the "funny" heads. Post a parts illustration. It will be much easier to describe and get advice about the problem. Don't weld anymore. Unless something is broken, the problem can, and should be corrected without doing that.
