AC310 10hp Front PTO Clutch help

Since I bought my AC310 the front PTO is always on. I am in the process of working through all the electrical issues, and have noticed that the wire going to the clutch isn't even hooked up! Does anyone out there know how that clutch works, and it why the pully is spinning, and it isn't even plugged in? Nothing in the service manual or parts manual shows any exploded diagram, or how it functions? Thanks,

On my 416, You have to have electricity to engage it, but it does spin a little when I dont have a belt on it. If the battery is weak it will loose magnetic grip and slip. Could yours be rusted tight or out of adjustment a little?

That's what I wondered about. It's hard to get in there. I guess if I tried turning it with the motor stopped, It shouldn't be turning the engine over.
